Chief of Section, Information Systems & Telecommunications

About the role

The United Nations Support Office in Haiti is seeking a senior leader to head the Section of Information Systems and Telecommunications. Reporting to the Chief of Operations and Resource Management, the incumbent will guide digital transformation and ensure resilient, scalable services for UN missions and partner agencies in Haiti.

Key responsibilities

• Develop and implement strategy for major systems initiatives, including digital transformation, resilience and scalable service delivery.
• Provide authoritative technical and policy advice on data‑center or cloud hosting, network operations and collaboration technologies.
• Lead and mentor a team of information systems and telecommunications officers, overseeing work allocation, performance evaluation and recruitment.
• Manage procurements for IT infrastructure, conduct needs assessments, prepare bid documents and negotiate contracts.
• Develop performance measures, monitor service quality, and ensure compliance with time and cost parameters.
• Oversee onsite user support services and ensure the stability of the systems environment.
• Prepare and monitor the section’s budget, work programme and spending plan.
• Drive the development of standards, procedures and innovative solutions to complex technical challenges.

Required profile

• Extensive experience in senior IT leadership within large, multi‑stakeholder environments.
• Proven ability to manage large‑scale infrastructure projects and procurement processes.
• Strong background in budgeting, performance monitoring and staff management.
• Familiarity with UN or international organization operating procedures is preferred.
