ICLA Programme Development Manager

About the role

The Norwegian Refugee Council (NRC) is seeking a resilient and dynamic professional to lead the Information, Counselling and Legal Assistance (ICLA) programme in Haiti. The role focuses on designing, developing and implementing ICLA activities that enable displaced individuals to claim their legal rights, reducing protection risks.

Key responsibilities

• Conduct contextual ICLA analysis, including assessments in hard‑to‑reach areas and partner reviews.
• Design ICLA activities, operational plans and implementation models.
• Develop ICLA strategy, technical SOPs, guidelines and macro‑level logical frameworks.
• Lead proposal writing and programme development to diversify donor funding.
• Support the development and implementation of ICLA assessments for programme and advocacy strategies.
• Prepare evidence‑based project proposals and budgets in collaboration with the Head of Program and field staff.
• Establish a robust M&E framework, develop analytical tools and promote staff capacity building on M&E standards.

Required profile

• Minimum 3 years senior‑level project implementation experience in a humanitarian or recovery context.
• Documented results related to programme design, implementation and donor engagement.
• Fluency in French and English (written and verbal); Haitian Creole is an asset.
• University degree in Law (preferred) or social sciences, social work, psychology, protection or related fields.
• Strong leadership awareness and ability to work in a multicultural environment.
