PEC Consultant – Education PPP Analysis & Comparison

About the role

The Inter-American Development Bank (IDB) seeks a detail‑oriented consultant to lead the analysis and comparison of public‑private partnership (PPP) models in education across Latin America and the Caribbean. The consultant will design and apply a methodology to quantify the value‑for‑money of PPPs versus traditional public procurement.

Key responsibilities

• Develop a comprehensive database of education PPPs and traditional procurement cases for benchmarking.
• Review and synthesize literature, evaluations, and evidence on education PPPs, extracting risks, lessons learned, and infrastructure characteristics.
• Define and validate variables and indicators to assess PPP effectiveness (cost, time, administrative and pedagogical performance).
• Design a methodological framework, including a structured Value for Money (VfM) approach, and create a practical evaluation tool with user guide.
• Conduct a diagnostic case study in a selected country, applying the methodology to compare PPP and traditional scenarios.
• Collect, clean, organize, and analyze public and administrative data, and disseminate findings through reports and stakeholder validation.

Required profile

• Master’s degree in Economics, Engineering, Business Administration, Public Policy or related field; doctoral or postgraduate studies are a plus.
• At least five years of professional experience designing, monitoring, and evaluating public policies.
• Proven experience applying econometric methods to policy analysis.
