Programme Development Manager – ICLA (Haiti)

About the role

The Norwegian Refugee Council is seeking a dynamic professional to lead the design, development and implementation of its Information, Counselling and Legal Assistance (ICLA) programme in Haiti. The role focuses on ensuring displaced individuals can claim legal identity, housing, land and other rights, thereby reducing protection risks.

Key responsibilities

• Conduct contextual ICLA analyses, including assessments in hard‑to‑reach areas and partner reviews.
• Design ICLA activities, operational plans and implementation models.
• Develop ICLA strategy, technical SOPs, guidelines and Macro LFAs.
• Align protection services with national strategies and global frameworks.
• Lead proposal writing and donor engagement to diversify funding.
• Oversee ICLA assessments to inform programme development and advocacy.
• Ensure a robust M&E framework, develop analytical tools and build staff capacity on data analysis.

Required profile

• Minimum 3 years of senior‑level project implementation experience in humanitarian or recovery contexts.
• Demonstrated results in programme design, donor engagement and protection advocacy.
• Strong leadership and strategic thinking abilities.
• Fluency in French and English.
