Protection from Violence Programme Development Manager – Haiti

About the role

The Norwegian Refugee Council is seeking a dynamic professional to lead the design, development and implementation of its Protection from Violence (PfV) programme in Haiti. The role focuses on reducing violence‑related risks, enhancing physical safety, dignity and resilience of individuals and communities, and promoting social cohesion.

Key responsibilities

• Directly supervise the PfV team, managing performance, setting objectives aligned with country strategy and providing regular follow‑up.
• Develop organisational charts, oversee hiring processes, and create induction and staff training plans.
• Update and adapt the PfV strategy, technical SOPs, guidelines and macro‑log‑frames, ensuring alignment with regional and global priorities.
• Ensure compliance with NRC policies, the Global PfV Strategy, tools, handbooks and guidelines.
• Define, adapt and grow the PfV programme in Haiti based on evidence‑based, needs‑driven approaches.
• Align programme development with national strategies and global protection frameworks, maintaining standards for safe and inclusive programming.
• Lead proposal writing and programme development to diversify the donor funding base.

Required profile

• Minimum 3 years experience in a senior project implementation role within humanitarian or recovery contexts.
• Advanced academic qualification in law, social sciences or a related discipline.
• Strong understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement settings.
• Proven experience working in complex and volatile humanitarian environments.
• Experience in protection case management.
