Technical Consultant – Gavi 6.0 Application Development for Haiti

About the role

UNICEF Haiti is seeking a Technical Consultant to lead the development of Haiti’s Gavi 6.0 application (2026–2030). The consultant will work remotely with occasional mission travel to ensure a high‑quality, compliant, and competitive submission.

Key responsibilities

• Prepare a comprehensive Gavi 6.0 application package, including justification of priority functions and partner selection.
• Develop a fully costed multi‑year work plan with clear indicators and targets aligned to the Partnership Accountability Framework.
• Design a robust monitoring and evaluation framework to track implementation progress.
• Coordinate with implementing partners, clarify roles, and ensure effective partner arrangements.
• Provide analytical support, budgeting, and costing expertise throughout the application process.

Required profile

• Advanced university degree (master’s or higher) in Public Health, Health Policy, Epidemiology, Health Supply Chain or related field.
• Minimum 2 years experience with Gavi applications and more than 5 years of immunization programme expertise.
• Demonstrated experience in technical assistance for fragile and high‑risk settings.

Required skills

• Strong knowledge of immunization programmes and Gavi funding mechanisms.
• Familiarity with Gavi 6.0 (Country Foundations and Consolidated Cash Grant).
• Excellent analytical, coordination and writing abilities.
• Experience in budgeting, costing and developing multi‑year work plans.
