Lead Polygrapher & Project Manager – Haiti

About the role

The Lead Polygrapher (LP) will serve as the on‑site project manager and primary point of contact for INL Haiti, INL/Washington, and the Contracting Officer Representative. Based in Port‑au‑Prince, the LP will coordinate and oversee enhanced vetting and polygraphing for Haitian National Police officers and recruits supporting anti‑gang and counternarcotics units.

Key responsibilities

• Lead and coordinate the administration of vetting under the contract, ensuring timely and complete candidate processing.
• Act as the project’s POC with the COR, INL program office, and the U.S. Embassy in Port‑au‑Prince.
• Develop and manage the Work Plan within 20 days of award, including deployment schedule, lodging proposal, vetting schedule, and staffing plan.
• Assess feasibility of the vetting schedule and identify resources needed for mission execution.
• Facilitate continuous improvement by meeting with INL/HNP after initial vetting.
• Prepare and submit vetting reports within required timeframes, including biodata, assessments, and pass/fail recommendations.
• Coordinate photographic verification and identity controls for training participants.

Required profile

• 8+ years of international polygraphing program experience, preferably in the Caribbean or Latin America.
• Graduate of an accredited polygraphing and vetting training program (e.g., APA, NCCA).
• Completed 500+ NCCA‑accredited LEPET polygraph examinations.
• Experience conducting programs with simultaneous interpretation.
• Fluent English (spoken, read, written) with strong written and oral communication skills.
• Proficiency in Microsoft Word, PowerPoint, and Excel.
• No negative prior experience with INL and never removed from a U.S. Government mission.
