Air Operations Assistant (FS-5)

About the role

The United Nations Support Office in Haiti (UNSOH) is hiring an Air Operations Assistant (FS-5) in Port-au-Prince, within the Air Field and Air Terminal Unit, reporting to the Chief, Airfield and Air Terminal Unit. The unit supports the Gang Suppression Force, BINUH, the Haitian National Police and the Haitian Armed Forces in joint operations, and also delivers technical assistance to the OAS.

Key responsibilities

• Coordinate reliable, cost-effective ground handling support, including emergency crash and rescue support, for field missions.
• Coordinate Foreign Object Debris (FOD) activities and aviation security at airfields and air terminals.
• Take part in search and rescue operations for UN air assets and coordinate the readiness of personnel and equipment.
• Verify that airfields, air terminals and landing sites meet the requirements of the DOS Aviation Manual and UN AVSTADS.
• Participate in aviation infrastructure rehabilitation projects and in the development of technical specifications for goods and services.
• Monitor contracts for ground handling support and evaluate vendor performance with the Contracts Management Unit and/or Procurement Section.
• Conduct inventories and annual checks of aviation equipment, and carry out aviation risk management.
• Analyze the use of UN air assets, maintain electronic databases and brief aircrews on UN policies, safety requirements and standard operating procedures.
• Review aviation safety reports with the Aviation Safety Unit, identify corrective and preventive measures and liaise with other UN units, NGOs and intergovernmental agencies.
• Help develop standard operating procedures, budget proposals, the Statement of Requirements for aircraft acquisition and operational plans, and respond to audit observations.

Required profile

• High school diploma or equivalent.
• Commercial pilot, flight operations officer, flight dispatcher, aircraft maintenance technician, ground operations officer or equivalent military qualification.
• Training in safety management systems and ground handling management.
• Minimum of 8 years of progressively responsible experience in air transport operations or aviation safety, including aircraft operation and aircraft contract management.
• Desirable: experience in international operations in a post-conflict environment, aviation database development, and 2 years of data analysis with Power BI.
• English at UN Level II (reading, writing, listening, speaking); French is desirable.
