Chief of Section, Human Resources Management (P5)

About the role

The Chief of Section, Human Resources Management (P5) leads a fully integrated, regulatory‑compliant HR function for the United Nations Support Office in Haiti (UNSOH). Based in Port‑au‑Prince, the incumbent advises senior leadership and hiring managers on HR planning, policy implementation and monitoring to ensure alignment with the mission’s evolving mandate and operational priorities.

Key responsibilities

• Provide comprehensive, regulatory‑compliant human resources management for the mission.
• Serve as the Mission Human Resources Adviser to senior leadership and hiring managers.
• Guide HR planning, policy implementation and monitoring to align HR strategy with mission objectives and budgetary imperatives.
• Report to the Chief, Operations and Resources Management (D‑1) and support coordination with partner entities such as the Gang Suppression Force, BINUH, Haitian National Police and Armed Forces.

Required profile

• Extensive experience in human resources management within an international or United Nations context.
• Deep knowledge of UN HR regulations, policies and best practices.
• Proven ability to advise senior leadership on strategic HR matters.
• Strong analytical and monitoring skills to ensure HR actions respond to changing operational and budgetary needs.
