Education Programme Development Manager – Haiti

About the role

The Norwegian Refugee Council is seeking a resilient and dynamic professional to lead the strategic development and technical quality of its Education Core Competency in Haiti. As the Education Programme Development Manager, you will shape programme design, fundraising, and oversight while ensuring alignment with global and regional strategies.

Key responsibilities

• Develop and update the Education strategy, SOPs, guidelines and Macro‑Logframes in coordination with other Core Competency specialists.
• Ensure compliance with NRC policies, the Global Education Strategy and related technical documents.
• Lead programme development, tool roll‑out, budget preparation and donor reporting for the Education portfolio.
• Conduct education needs assessments, country‑wide mapping and analysis to inform strategy and multi‑sector responses.
• Provide technical oversight to implementation partners, mentor staff and strengthen partner capacities.

Required profile

• Degree in International Relations, Education, Social Sciences or related field; Master’s degree advantageous.
• Minimum 4 years of senior‑level project implementation experience in humanitarian or recovery contexts.
• Proven ability to work in complex, high‑risk environments and deliver results.
