Health, Safety, Social & Environmental Specialist (HSSE Lead)

About the role

The HSSE Lead will serve as the national technical authority for Health, Safety, Social and Environmental matters within UNOPS' PMO Infrastructure Unit in Haiti. Reporting to the Head of Infrastructure, the incumbent will provide strategic direction, technical leadership and quality assurance for HSSE across the entire infrastructure portfolio.

Key responsibilities

• Govern the HSSE function across all infrastructure projects, ensuring consistent implementation of policies and standards.
• Provide technical leadership, capacity development and operational oversight to meet UNOPS, national and IFI safeguard requirements.
• Supervise HSSE Specialists, Associates and retainer staff, coordinating activities, monitoring performance and supporting professional development.
• Maintain the contractor register, assurance architecture and segregation of duties framework to strengthen organizational oversight.
• Act as the principal focal point for environmental and social safeguards, contractor compliance, incident management and emergency preparedness.
• Liaise with international financing institutions such as the World Bank and the Inter‑American Development Bank.

Required profile

• Proven experience in HSSE governance for large‑scale infrastructure projects.
• Strong knowledge of UNOPS policies, national legislation and World Bank/IADB safeguard frameworks.
• Demonstrated ability to lead multidisciplinary teams and drive consistent HSSE implementation.
• Excellent analytical, communication and stakeholder‑engagement skills.
