Chief of Section, Information Systems and Telecommunications

About the role

The United Nations Support Office in Haiti (UNSOH) is seeking a senior leader to head its Information Systems and Telecommunications Section. Based in Port-au-Prince, the incumbent will drive digital transformation, ensure resilient service delivery, and support critical UN operations across Haiti.

Key responsibilities

• Develop and oversee strategy for major systems initiatives, including digital transformation and scalable service delivery.
• Provide authoritative technical and policy advice on data‑center, cloud hosting, network operations, and collaboration technologies.
• Lead and mentor a team of information systems and telecommunications officers, managing work assignments, recruitment, and performance evaluations.
• Manage procurement processes for IT infrastructure, prepare bid documents, negotiate contracts, and monitor service performance.
• Oversee onsite user support services, establish standards, procedures, and best practices.
• Prepare and monitor the section’s budget, work program, and spending plan.
• Develop innovative solutions to complex technical problems and ensure a stable, effective systems environment.
• Guide data collection and analysis to support data‑driven planning and reporting.

Required profile

• Senior‑level professional (P‑5 equivalent) with extensive experience in IT strategy, infrastructure management, and telecommunications.
• Proven leadership skills in managing multidisciplinary teams in an international or multilateral setting.
• Strong background in procurement, budgeting, and contract negotiation for large‑scale IT projects.
• Ability to provide high‑level technical advice to senior managers and to influence policy.
