Conflict Assessment Subject Matter Expert – Consultancy

About the role
University Research Co., LLC (URC) is seeking qualified Conflict Assessment Subject Matter Experts (SMEs) to join a pool of specialists for short‑term assignments supporting U.S. Government‑funded monitoring activities under the Haiti Independent Monitoring and Verification Activity (IMVA). The selected expert(s) will lead the design and implementation of a country‑wide conflict assessment covering political, security, social and geographic dynamics that affect humanitarian programming and monitoring.
Key responsibilities
- Review existing project documentation, conflict and security analyses, and humanitarian information to inform the assessment.
- Lead the refinement of methodology, analytical framework, and development of qualitative and quantitative tools such as key‑informant interview guides.
- Analyze political, economic, social, institutional and security factors driving conflict and assess their implications for humanitarian access and monitoring.
- Conduct stakeholder and actor analysis, map geographic patterns of insecurity, and identify emerging risks and triggers.
- Produce analytical matrices, risk analyses, GIS‑based maps and a draft assessment report for review by URC and the U.S. Department of State.
Required profile
- Advanced degree in conflict studies, political science, international affairs, security studies, peacebuilding, sociology, anthropology, development studies or related field (or equivalent experience).
- At least 10 years of professional experience in conflict analysis, political‑economy analysis, stabilization or humanitarian analysis in fragile environments.
- Demonstrated knowledge of Haiti’s political, security, socioeconomic and humanitarian context.
- Professional proficiency in both French and English; Haitian Creole proficiency strongly preferred.
Required skills
- GIS and geospatial analysis for mapping conflict dynamics.
- Qualitative research methods, including key‑informant interviewing and triangulation of multiple data sources.
