Job description

About the role

The Norwegian Red Cross is recruiting a Country Manager for its work in Haiti, supporting the Croix-Rouge Haïtienne in delivering prehospital and primary health care to vulnerable populations affected by violence and displacement. The post is based in Port-au-Prince, with occasional travel to programme sites, and is a 12-month contract under a Service and Security Agreement with ICRC. It reports to the NoRC Americas Regional Operations Manager.

Key responsibilities

  • Strengthen cooperation with the Croix-Rouge Haïtienne and the Movement partnership with the ICRC and IFRC, and represent NoRC in-country among humanitarian organisations and Norwegian stakeholders.
  • Draft yearly plans of action and budgets for the country portfolio and oversee compliance with technical and operational standards.
  • Lead emergency preparedness and response at country level and act as technical lead for access to prehospital care, primary health care, protection of health services, cash-for-health and emergency preparedness.
  • Ensure health projects are designed, implemented and monitored according to technical standards, and provide technical support to the quality design of health programmes.
  • Support training and coaching of National Society staff, and ensure high-quality reporting to donors and the regional office.
  • Oversee sound financial and administrative management of projects, procurement, and develop the security policy and procedures for the NoRC Haiti office.
  • Coordinate with ICRC, IFRC, other partners and the regional team, and engage with the wider humanitarian community.

Required profile

  • Master's degree in public health preferred, combined with relevant field practice.
  • Strong experience designing, implementing and managing community health projects in humanitarian settings, and in health and protection projects in conflict settings with high exposure to armed violence.
  • Proven project management experience, including needs assessments, baselines and endlines, design and reporting.
  • Experience building the technical capacity of partner organisations.
  • Ability to work under stressful conditions such as restricted movement and high-level security measures.

Required skills

  • French and English; local and regional languages are an asset, Spanish highly desirable.
  • Knowledge of primary health care strengthening, community-based health initiatives, SGBV, cash-for-health and emergency preparedness and response.
  • Understanding of technical standards and their operationalisation in humanitarian projects.

Applicants are subject to a thorough background check. The posting was published on 2 November 2026 with a closing date of 15 November 2026.
