Director of Program Development, Quality & Learning

About the role

Mercy Corps is seeking a senior leader to shape and oversee the development, quality, and learning functions of its Haiti country program. Reporting to senior management, the Director will ensure that programs are evidence‑based, innovative, and aligned with Mercy Corps’ global strategy.

Key responsibilities

• Lead cross‑functional teams to design, implement, and monitor the Country Program Strategy.
• Develop annual work plans, budgets, and performance reporting mechanisms.
• Ensure a robust Monitoring, Evaluation, Accountability and Learning (MEAL) system is in place and used for data‑driven decision‑making.
• Drive evidence‑based programming, learning generation, and knowledge management across all sectors.
• Represent the country office on the Senior Management Team and contribute to strategic vision and transformation initiatives.

Required profile

• Extensive experience in program development, quality assurance, and learning within humanitarian or international development contexts.
• Proven ability to lead senior‑level, cross‑functional teams and manage complex portfolios.
• Fluency in French is required; strong English communication skills.
• Demonstrated track record of using data and evaluation findings to improve program impact.
