Director of Program Development, Quality & Learning

About the role

The Director of Program Development, Quality & Learning leads the senior management team in Haiti, driving the development and delivery of the Country Program Strategy. The role ensures high‑quality, evidence‑based programmes, robust MEAL systems, and builds capacity across program managers while representing Mercy Corps with donors, government and partners.

Key responsibilities

• Lead the analysis of the country context and update the Country Program Strategy in line with Mercy Corps global objectives.
• Oversee the annual implementation plan, monitor progress, and produce timely country reports aligned with the Global Results Framework.
• Mobilize financial and human resources, design innovative projects, and engage donors to secure funding for strategic initiatives.
• Ensure programme quality through regular field visits, MEAL oversight, and continuous improvement of technical standards.

Required profile

• Senior leadership experience in programme development, quality assurance, or learning within humanitarian or development organisations.
• Proven ability to lead cross‑functional teams, manage complex budgets and drive results in a multi‑sectoral environment.
• Fluency in French and strong stakeholder engagement skills with governments, donors and partners.
