Finance Manager - Haiti

About the role

The Norwegian Refugee Council (NRC) is starting a new operation in Haiti and is looking for a Finance Manager based in Port-au-Prince. The post-holder ensures that the financial setup follows NRC standards and supports programme and project implementation. The contract is a fixed national contract signed with ECSI for 12 months, renewable subject to funding and performance.

Key responsibilities

• Keep the country financial setup in line with the Financial Handbook, NRC policies and procedures, and donor and auditor requirements.
• Put financial controls in place and minimise corruption and financial risks.
• Maintain overall budget control, monitor cash flows and expenditures, analyse the country office's financial situation and act when needed.
• Manage the NRC bank accounts in Haiti.
• Work with managers on budget proposals and coordinate the preparation and consolidation of project budgets for programme and support costs.
• Manage and monitor monthly allocations for support costs and staff costs.

Required profile

• Master's degree or certified accountant with at least 3 years of experience as a senior Financial Manager in a humanitarian or recovery context.
• Experience in complex and volatile settings, documented results, and knowledge of own leadership profile.
• Experience with start-ups, exits or similar, including setting up new systems and procedures.
• Fluent French and English, written and spoken; knowledge of the Haitian context is an asset; good knowledge of Haitian Creole is an advantage.
• Valid driving licence.

Required skills

• Solid knowledge of computer software and modern accounting systems.
