Head of Programming I – Haiti

About the role

The Head of Programming I will join the Country Program Senior Management Team in Haiti, providing strategic direction and leadership for high‑quality programs that serve poor and vulnerable populations. This senior position ensures effective program design, implementation, and continuous improvement while managing security risks.

Key responsibilities

• Collaborate with the Country Representative to shape strategic frameworks, plans, and resource‑mobilization strategies aligned with agency priorities.
• Lead project design using project‑management standards and MEAL methods, coordinating cross‑sector activities for integrated implementation.
• Supervise and develop staff, conduct performance assessments, and contribute to staffing and recruitment plans.
• Foster a learning environment, oversee MEAL policy implementation, and promote knowledge sharing across sectors.
• Coordinate budgeting with operations leads and ensure efficient use of project resources.
• Oversee business‑development cycles, ensuring proposals meet donor and agency standards.
• Identify, assess, and strengthen partnerships, applying partnership tools and approaches.
• Provide technical assistance and capacity‑building for project teams and partners, including training curriculum development and delivery.

Required profile

• Excellent written English communication skills.
• Demonstrated staff‑management experience that supports a learning‑focused environment.
• Experience in capacity‑strengthening and technical assistance for program teams.
