Health TPM Manager

About the role

University Research Co., LLC (URC) is seeking a Health TPM Manager to lead third‑party monitoring for the U.S. Government‑funded Haiti IMVA project. The role involves planning, coordinating, and executing health facility monitoring, verification of activity data, and reporting to the U.S. Department of State.

Key responsibilities

• Lead planning, coordination, and execution of TPM activities for the health portfolio in line with URC and DoS requirements.
• Develop and adapt health TPM scopes, verification checklists, observation forms, and interview tools.
• Plan and manage field missions, including site selection, logistics, and team assignments.
• Supervise and train field monitors on methodologies, data collection, ethics, and quality assurance.
• Oversee data quality control, validation, and triangulation of evidence from multiple sources.
• Maintain TPM trackers, document findings, follow‑up actions, and ensure timely reporting.
• Collaborate with GIS & Data Manager to integrate monitoring data into dashboards and maps.
• Analyze trends, contribute to adaptive management discussions, and support periodic reporting to the DoS.

Required profile

• Master’s degree in public health, epidemiology, monitoring & evaluation, or related field (or equivalent experience).
• Minimum 8 years of professional experience in health monitoring, evaluation, or research, including substantial work in Haiti.
• Proven experience planning and managing field verification activities in the health sector.
• Strong analytical and report‑writing abilities, with experience synthesizing qualitative and quantitative evidence.
• Professional proficiency in French and strong English; Haitian Creole is strongly preferred.
