Human Resources Officer – UN Support Office in Haiti

About the role

The Human Resources Officer will work in the HR Section of the United Nations Support Office in Haiti, reporting to the Chief Human Resources Officer. The role supports recruitment, staffing, performance management and HR reporting for a complex UN mission environment.

Key responsibilities

• Manage end‑to‑end recruitment processes, including vacancy forecasting, job posting, candidate screening and interview coordination.
• Maintain and update the staffing table in the Umoja system and coordinate staffing components of the annual budget.
• Provide HR documentation for audits, respond to auditor recommendations and work with the Risk Management unit.
• Support performance appraisal implementation, counsel staff on under‑performance and facilitate improvement plans.
• Prepare HR business intelligence reports, vacancy planning assumptions and monthly staffing complements.

Required profile

• Strong knowledge of United Nations HR policies, procedures and staff rules.
• Experience working with multiple UN entities and external partners in a multinational setting.
• Excellent analytical abilities for data‑driven HR reporting and budgeting.
• Ability to handle confidential grievances and advise on entitlements and benefits.

Required skills

• Proficiency with the Umoja HR information system.
• Competence in using HR information systems for data analysis and report generation.
