Human Rights Advisor (P4) – 12-month consultancy

About the role

The Human Rights Advisor will support the Gang Suppression Force Secretariat (GSFS) in Haiti by providing expert guidance on human rights protection and mainstreaming across its programmes. This 12‑month consultancy, renewable, is based in Port‑au‑Prince and requires immediate availability.

Key responsibilities

• Conduct assessments of human rights risks and advise on mitigation strategies.
• Develop and implement technical cooperation activities to mainstream human rights in GSFS operations.
• Provide policy guidance and capacity‑building support to national and international partners.
• Prepare analytical reports, briefing notes and recommendations for senior management.
• Monitor compliance with international human rights standards and Haitian law.

Required profile

• Minimum seven (7) years of progressively responsible experience in human rights, preferably with development or humanitarian exposure.
• Advanced university degree (Master’s or equivalent) in human rights, law, political science, international relations or a related field.
• Demonstrated experience implementing human‑rights technical cooperation or mainstreaming activities.
• Experience working on human‑rights issues in Haiti or similar Caribbean contexts is desirable.

Required skills

• Fluency in French and English; knowledge of Haitian Creole is an asset.
