ICLA Programme Development Manager Haiti

About the role

The Norwegian Refugee Council is seeking a dynamic professional to lead the Information, Counselling and Legal Assistance (ICLA) programme in Haiti. The role focuses on designing, developing and implementing high‑quality ICLA interventions that enable displaced individuals to claim their legal rights and reduce protection risks.

Key responsibilities

• Conduct contextual ICLA analyses, including assessments in hard‑to‑reach areas and partner reviews.
• Design ICLA activities, operational plans and implementation models.
• Develop ICLA strategy, technical SOPs, guidelines and macro‑level logical frameworks.
• Lead proposal writing and programme development to diversify donor funding.
• Support the development and implementation of ICLA assessments for advocacy.
• Prepare evidence‑based project proposals and budgets in collaboration with programme heads and field staff.
• Ensure a robust M&E framework, develop analytical tools and promote staff capacity building on data analysis.

Required profile

• Minimum 3 years of senior‑level project implementation experience in a humanitarian or recovery context.
• Documented results related to programme design, implementation and advocacy.
• Strong leadership and management skills.
• Fluency in written and spoken French and English; knowledge of Haitian Creole is an asset.
