ICLA Programme Development Manager Haiti

About the role

The Norwegian Refugee Council (NRC) is seeking a dynamic professional to lead the design, development and implementation of its Information, Counselling and Legal Assistance (ICLA) programme in Haiti. The role ensures programme quality, strategic positioning, evidence generation and donor engagement to protect the rights of displaced individuals.

Key responsibilities

• Conduct contextual ICLA analysis, including assessments in hard‑to‑reach areas and partner reviews.
• Design ICLA activities, operational plans and implementation models.
• Develop ICLA strategy, technical SOPs, guidelines and macro‑level logical frameworks.
• Lead proposal writing and programme development to diversify the donor base.
• Support the development and implementation of ICLA assessments for advocacy and programme planning.
• Prepare high‑quality, evidence‑based project proposals and budgets in collaboration with the Head of Program and field staff.
• Establish a robust M&E framework, develop analytical tools and promote staff capacity building on M&E standards.

Required profile

• Minimum 3 years of senior‑level project implementation experience in a humanitarian or recovery context.
• Documented results related to programme design, implementation and advocacy.
• Strong leadership skills and ability to work in a multicultural environment.
• Fluency in French and English (written and verbal); Haitian Creole is an asset.
• University degree in Law (preferred) or social sciences, social work, psychology, protection or related fields.
