Monitoring, Evaluation & Learning Officer (Consultancy) – Port-au-Prince

About the role

The Monitoring, Evaluation & Learning (MEL) Officer will support ARKARK’s programme in Haiti by ensuring robust data collection, quality assurance, and analysis across all training activities. This consultancy role contributes to evidence‑based decision‑making and continuous improvement of programme delivery.

Key responsibilities

• Assist the MEL Manager in implementing the programme’s MEL framework on the ground.
• Administer pre‑ and post‑training assessments for each course and maintain attendance and training records.
• Collect, clean, and manage weekly summative assessment data from six partner companies.
• Support data analysis and preparation of course evaluation reports for the client.
• Facilitate lessons‑learned workshops and After‑Action Reviews with the Training Manager.
• Integrate MEL elements into regular programme reporting.
• Ensure compliance with safeguarding policies and promote a speak‑up culture.

Required profile

• Bachelor’s degree in Social Sciences, Statistics, Development Studies, Public Administration or a related field, or equivalent experience.
• Formal training or proven experience in Monitoring, Evaluation & Learning, data management, or programme evaluation methodologies.
• Strong numeracy and analytical abilities with capacity to interpret and present quantitative and qualitative data.
