PEC Consultant – Education PPP Analysis & Comparison

About the role

We are seeking a detail‑oriented consultant to lead the analysis and comparison of public‑private partnership (PPP) models in education across Latin America, the Caribbean and beyond. The role will support the IDB Group’s mission to improve lives by providing evidence‑based insights on PPP effectiveness versus traditional public procurement.

Key responsibilities

• Develop a comprehensive database of education PPPs, including benchmarks and traditional procurement cases.
• Review and synthesize literature, evaluations and evidence on education PPPs, extracting risks, lessons learned and infrastructure characteristics.
• Define and validate variables and indicators to assess PPP effectiveness (cost, time, administrative and pedagogical performance).
• Design a methodological framework and a Value for Money (VfM) approach to compare PPP and traditional models.
• Create a practical evaluation tool with user guide aligned to the validated methodology.
• Conduct a diagnosis and case study in a selected country, applying the methodology to real data and preparing a publication for IDB validation.
• Collect, clean, organize and analyse public and administrative data to support the evaluation.
• Consolidate, validate and disseminate case‑study results, including key findings and VfM considerations.

Required profile

• Master’s degree in Economics, Engineering, Business Administration, Public Policy or a related field; doctoral or postgraduate studies are a plus.
• At least five years of professional experience designing, monitoring or evaluating public policies, preferably with PPP projects in the education sector.
• Proven ability to conduct econometric analysis and to work with large datasets.
