Programme Officer – Shelter Engineer (Expedited Recruitment)

About the role

The International Organization for Migration is seeking a Programme Officer with a focus on shelter engineering to support its humanitarian operations in Haiti. Working under the guidance of senior mission leadership, the officer will provide technical input and supervise cash‑based shelter interventions.

Key responsibilities

• Coordinate, implement and monitor administrative and operational activities of approved shelter programmes in Haiti.
• Supervise support and national staff working on shelter and rental‑assistance projects.
• Monitor implementing partners’ activities to ensure compliance with IOM standards and regulations.
• Collaborate closely with the Camp Coordination and Camp Management (CCCM) Unit for site‑improvement works.
• Oversee the rental assistance project in coordination with CCCM, Protection, Cash‑Based Interventions, Operations and the Shelter/NFI cluster.
• Provide technical guidance to implementing partners, conduct field visits, troubleshoot implementation issues and track progress.
• Contribute to the design and monitoring of shelter‑related Cash for Work programmes.

Required profile

• Works under the overall supervision of the Chief of Mission and the Senior Emergency Coordinator.
• Capable of supervising support staff and national staff involved in shelter projects.
• Ability to coordinate with multiple units including CCCM, Protection, Cash‑Based Interventions and Operations.
