Strategic Communications Planner – Port-au-Prince (P3)

About the role

The Strategic Communications Planner will support GSFS Haiti by designing and integrating information objectives into military and police operations. Working in a complex, conflict‑sensitive environment, the planner will translate security goals into effective communication strategies.

Key responsibilities

• Conduct mission analysis, operational design, and develop courses of action for information operations.
• Prepare OPORD/FRAGO documents, synchronize communication activities, and lead rehearsals and assessment cycles.
• Convert operational security objectives, intelligence assessments, and targeting priorities into defined information effects.
• Perform audience and behavioural analysis, identify narrative risks, and assess first‑ and second‑order information impacts.
• Articulate operational information requirements, including timing, sequencing, enablers, dependencies, and effectiveness indicators.

Required profile

• Minimum five years of progressively responsible experience in information operations, operational planning, or integrated effects planning.
• Experience with military and/or police planning processes, including mission analysis and OPORD preparation.
• Strong written and oral communication skills in English and French; Haitian Creole is a plus.
• Experience working in conflict‑oriented or politically sensitive environments.
• Master’s degree with five years of experience, or Bachelor’s degree with seven years of relevant experience in communications, political science, international relations, security studies, or related fields.
