Subject Matter Expert – Special Advisor to HNP Director General

About the role

Shields Point, LLC is seeking a Subject Matter Expert to serve as a Special Advisor to the Director General of the Haiti National Police (HNP). The role provides strategic advice, manages security‑related coordination, and ensures alignment with U.S. INL program objectives.

Key responsibilities

• Provide counsel and management guidance to the HNP Director General.
• Coordinate security aspects of INL‑directed programs in Haiti and Washington.
• Attend regular meetings with INL Haiti at the U.S. Embassy and prepare monthly written reports on activities, challenges, and successes.
• Assist the DG in upholding professional standards and human‑rights compliance, including adherence to INL vetting requirements.
• Plan, organize, and develop programmatic initiatives, including strategic planning, personnel deployments, and budgeting.
• Establish and maintain professional relationships with senior Government of Haiti officials involved in HNP affairs.
• Maintain accurate records and provide concise updates on security and political developments.
• Serve as backup Deputy Program Manager when needed.

Required profile

• Bachelor’s degree or higher.
• U.S. citizenship (per government contract).
• Current or retired active duty from a bona‑fide police or sheriff’s department.
• Minimum 10 years of law‑enforcement experience, including resource management and planning.
• At least two years at the rank of Lieutenant or equivalent.
• Demonstrated leadership in policing, preferably in an international setting.
• Previous international police‑operations experience.
• Proficiency in English.
