HR Senior Associate

About the role

The Senior HR Associate will support smooth HR operations for the UNOPS Haiti Country Office, delivering reliable guidance and services to internal teams and external partners. This role acts as the primary point of contact for HR queries, ensuring consistent, client‑focused delivery of HR policies and initiatives.

Key responsibilities

• Collect, maintain and update workforce data to inform HR policy development and corporate initiatives.
• Support rollout and implementation of HR strategies aligned with UNOPS objectives.
• Generate workforce statistics and analyse personnel movements for planning purposes.
• Communicate HR policy updates and new initiatives, providing clarification to management and staff.
• Provide day‑to‑day guidance on recruitment, contract administration, position management, performance management, benefits and entitlements.
• Act as liaison between HR and internal/external clients, facilitating access to authorized information and services.
• Ensure timely processing of onboarding documentation and support a positive onboarding experience.
• Advise supervisors and hiring managers on recruitment procedures, performance management, learning initiatives and managing under‑performance.
• Support gender and diversity efforts by advising on equity, inclusion and compliance matters.

Required profile

• Several years of experience in human resources, preferably within an international or development organization.
• Strong knowledge of UNOPS HR rules, procedures and policies.
• Excellent communication skills with the ability to explain complex HR matters clearly.
• Proven ability to work collaboratively with diverse internal and external stakeholders.
• Commitment to promoting gender equality, diversity and inclusion in the workplace.
