Senior Procurement Officer

About the role

The Senior Procurement Officer will support the EpiC Haiti project by managing all procurement activities to ensure timely, cost‑effective, and compliant acquisition of goods and services. Reporting to the Director for Finance & Operations, the role is based in Pétion‑Ville and works closely with technical, operational, and finance teams.

Key responsibilities

• Prepare, maintain and review purchasing files, reports and price lists.
• Assist in developing bid specifications and reviewing requisition orders for accuracy.
• Contact suppliers to schedule or expedite deliveries, resolve shortages and address late shipments.
• Approve bills, calculate order costs and forward invoices to accounting.
• Maintain procurement policies and procedures in line with organizational, donor and Haitian regulations.
• Check shipments to ensure correct fulfillment and compliance with specifications.
• Compare prices, specifications and delivery dates to select the best bids.
• Document purchase orders and verify invoices for payment.
• Develop and revise procurement operating procedures and policies.
• Interact with internal and external customers to ensure compliance with regulations.
• Analyze quotations, recommend suppliers and schedule deliveries.
• Supervise order preparation and follow up to expedite shipments.

Required profile

• Excellent attention to detail.
• Strong organizational skills.
• Ability to collaborate effectively with internal departments, vendors and sub‑recipients.
• Knowledge of donor regulations, FHI 360 policies and Haitian procurement laws.
• Experience in procurement or supply‑chain management.
