Senior Procurement Officer

About the role

The Senior Procurement Officer will lead procurement activities for the EpiC Haiti project, a U.S. Government‑funded initiative focused on HIV epidemic control, maternal and child health, nutrition and health‑system strengthening. Based in Pétion‑Ville, the role ensures timely, cost‑effective acquisition of goods and services while complying with FHI 360 policies, donor regulations and Haitian procurement law.

Key responsibilities

• Prepare, maintain and review purchasing files, price lists and reports.
• Develop bid specifications and obtain competitive quotations.
• Review requisition orders for accuracy, terminology and specifications.
• Coordinate with suppliers to schedule deliveries, resolve shortages or delays, and ensure contract terms are met.
• Approve invoices, calculate order costs and forward payments to accounting.
• Maintain documentation of purchase orders and verify invoices for payment.
• Analyze quotations, recommend suppliers and schedule deliveries.
• Supervise order preparation, follow‑up on shipments and expedite deliveries.
• Update and revise procurement operating procedures and policies.
• Ensure all purchasing activities comply with governmental regulations and organizational procedures.

Required profile

• Proven experience in procurement for donor‑funded health projects.
• Strong knowledge of Haitian procurement regulations and international donor compliance.
• Excellent attention to detail and strong organizational abilities.
• Ability to collaborate with technical, operational and finance teams.
• Fluency in English; French proficiency is an advantage.
