Contingent Owned Equipment Officer

About the role

The United Nations Support Office in Haiti is seeking a Contingent Owned Equipment (COE) Officer to manage all COE operations for the mission. Reporting to the Senior Logistics Officer (P5), the incumbent will ensure effective implementation of COE policies, support joint operations with the Gang Suppression Force and other partners, and provide technical assistance to the Organization of American States.

Key responsibilities

• Provide policy and technical advice on COE system implementation to senior mission leadership, UNHQ, and contributing countries.
• Develop mission‑specific policies, procedures, and MOUs governing military and police contributions.
• Interpret the COE Manual, propose amendments, and support the COE Working Group.
• Liaise between field missions and headquarters on COE matters, coordinating day‑to‑day support.
• Review operational and logistic support plans to ensure compliance with COE guidelines.
• Plan and supervise COE/MOU arrival, operational readiness, repatriation, and periodic inspections of deployed units.
• Process verification reports from inspections and forward them for senior approval and UNHQ submission.

Required profile

• Extensive experience in logistics and equipment management within UN or multinational peacekeeping missions.
• In‑depth knowledge of COE policies, MOUs, and UN procurement regulations.
• Proven ability to advise senior leadership and coordinate across diverse stakeholders.
• Strong analytical, drafting, and coordination capabilities.

Required skills

• Knowledge of Contingent Owned Equipment (COE) policies and procedures.
• Understanding of Memoranda of Understanding (MOU) processes.
• Experience with logistics planning, inspections, and verification reporting.
• Ability to develop and interpret policy documents.
