Director of Program Development, Quality & Learning (PQL)

About the role

Prosper Global Haiti, a humanitarian organization working with communities affected by conflict, climate change and economic hardship, is hiring a Director of Program Development, Quality and Learning (PQL) in Port-au-Prince. As a member of the Senior Management Team, the Director drives cross-functional engagement in the development and delivery of the Country Program Strategy, annual plans and reporting, and ensures high-quality, evidence-based programs. The role also covers a robust monitoring, evaluation, accountability and learning (MEAL) system, mentoring of Program/Project Managers, and representation with the government, donors, partners and peer agencies. Fluency in French is required.

Key responsibilities

• Lead the development and updating of the country context analysis and the Country Program Strategy, aligned with the global strategy, and lead the Country Annual Implementation Plan and the Country Annual Report of outcomes and impact.
• Facilitate thematic and cross-cutting strategic priorities such as gender equality, and support staff ownership of the strategy through regular feedback and engagement.
• Represent country programs in global discussions, working groups and strategy design, and drive innovation and thought leadership.
• Lead strategic resource mobilization, work with the Country Director and Senior Management Team to set funding targets, and engage donors strategically.
• Identify new initiatives and lead the design of innovative projects and proposals, including evidence-based designs, partner engagement, robust MEAL plans and community participation.
• Ensure the Country Program delivers high-quality, multi-sectoral programming in development and humanitarian contexts, monitor technical and operational quality and conduct regular field visits to give feedback.
