Chief, Human Rights

About the role

The Chief, Human Rights leads the Human Rights Diligence Unit within the United Nations Support Office in Haiti (UNSOH). Based in Port‑au‑Prince, the incumbent reports to the Head of UNSOH and provides strategic advice on human‑rights matters related to UN support for non‑UN security forces.

Key responsibilities

• Coordinate implementation of the Human Rights Due‑Diligence Policy, including risk assessments and monitoring.
• Advise the Head of UNSOH on human‑rights issues and represent UNSOH in policy implementation.
• Negotiate human‑rights concerns with relevant parties during joint operations.
• Propose policy directives and action plans to UN bodies for short‑ and long‑term solutions.
• Design and implement policy and program changes addressing human‑rights and gender dimensions.
• Formulate the unit’s work programme, budget, and medium‑term plan.
• Develop high‑level relationships with government officials and provide advisory support.
• Oversee human‑rights research initiatives and supervise assigned officers.
• Perform other related duties as required.

Required profile

• Extensive knowledge of human‑rights issues, including political, ethnic, racial, gender and socio‑economic dimensions.
• Familiarity with UN mandates, human‑rights policies, and institutional procedures.
• Proven ability to evaluate complex information and assess its impact on operations.
• Experience advising senior management and negotiating with diverse stakeholders.
• Capacity to develop policy, manage budgets and lead a multidisciplinary team.
