Counter Narcotics Subject Matter Expert (OCONUS)

About the role

This OCONUS position supports the Haitian National Police Counter Narcotics Unit (BLTS) as a Subject Matter Expert. The advisor will provide strategic guidance to the unit head, facilitate communication with U.S. agencies and Haitian government officials, and prepare regular analytical reports.

Key responsibilities

• Offer advice and management guidance to the BLTS leader to achieve lawful and strategic objectives.
• Coordinate activities with INL Haiti, U.S. Embassy offices, and other U.S. law‑enforcement partners.
• Prepare concise monthly reports detailing activities, challenges, and successes.
• Identify and develop assistance projects in collaboration with INL Haiti, DHS‑HSI, ATF, DEA Headquarters, and the Haitian government.
• Maintain accurate records, monitor programmatic and political developments, and keep stakeholders informed.
• Assist HNP leadership in designing administrative structures to improve information flow and control.
• Review plans, agreements, and correspondence for the BLTS, providing guidance as needed.

Required profile

• Current or former active duty police, sheriff’s department, or federal drug enforcement officer.
• Bachelor’s degree or equivalent experience with at least 10 years of law‑enforcement experience, including 5 years in U.S. counter‑narcotics operations.
• Minimum two years at the rank of Sergeant (or equivalent) or higher.
• U.S. citizenship as required by the government contract.
• Strong analytical skills and hands‑on experience investigating financial crimes, corruption, or money laundering.
• One year of specialized command‑level experience comparable to GS‑14.
