Director of Program Development, Quality & Learning

About the role

The Director of Program Development, Quality & Learning (PQL) leads Mercy Corps Haiti’s senior management team in shaping and delivering the country program strategy. This senior position ensures high‑quality, evidence‑based programming, robust MEAL systems, and strong partnerships with donors, government and other stakeholders.

Key responsibilities

• Lead the development and updating of the Country Program Strategy and Annual Implementation Plan, aligning them with Mercy Corps global goals.
• Oversee program design, ensuring proposals are evidence‑based, gender‑sensitive, and include robust monitoring, evaluation, accountability and learning components.
• Mentor and coach Program/Project Managers to maintain program quality and meet global performance standards.
• Represent Mercy Corps Haiti with donors, government, partners and peer agencies, driving strategic positioning and resource mobilization.

Required profile

• Senior leader with proven experience in program development, quality assurance and learning in development or humanitarian contexts.
• Demonstrated ability to build and maintain high‑level relationships with donors, government officials and partners.
• Agile leadership style with strong strategic thinking and change‑management skills.
