Finance and Budget Officer

About the role

The Finance and Budget Officer will lead the financial management of the United Nations Support Office in Haiti (UNSOH). Based in Port‑au‑Prince, the incumbent reports to the Chief of the Budget and Finance Section and supports both UNSOH and the United Nations Integrated Office in Haiti (BINUH) in budgeting, financial administration and reporting.

Key responsibilities

• Prepare and coordinate annual peacekeeping budgets, cost estimates and supplemental information for UNSOH and BINUH, ensuring compliance with UN financial regulations.
• Monitor budget implementation, authorize sub‑allotments, redeploy funds as needed, and produce performance reports analysing variances.
• Act as Approving Officer under Financial Rules 105.4 and 105.7, approve payments to vendors, contractors and partners, and supervise disbursement processes.
• Provide financial advice and corrective actions in response to audits, and represent UNSOH in inter‑governmental budget reviews.
• Serve as Umoja Finance Security Liaison Officer and Local Process Expert for Umoja Finance and Budget modules (ECC, BPC, SMA, IP).

Required profile

• Professionalism: strong knowledge of UN financial and budgetary principles, ability to develop procedures and ensure gender‑responsive budgeting.
• Teamwork: collaborative approach with UN Secretariat, Regional Service Centres and other mission staff.
• Planning & Organizing: ability to set clear goals, manage multiple budget cycles and meet strict reporting deadlines.
