HR Senior Officer

About the role

UNOPS is seeking an HR Senior Officer to act as the lead for human‑resources functions within its Haiti Country Office. The incumbent will ensure consistent application of UNOPS HR policies across the office’s operations and support the delivery of recruitment, contract administration, learning and personnel realignment services in coordination with regional and headquarters teams.

Key responsibilities

• Contribute to the development and implementation of HR policies and corporate initiatives, providing data‑driven insights on workforce trends and risks.
• Lead HR projects and initiatives that align with UNOPS strategic objectives and support organizational goals.
• Collaborate with senior leadership on workforce planning, monitor staffing status and emerging trends, and communicate policy changes to staff.
• Maintain and oversee HR analytics and data parameters to enable informed decision‑making.
• Provide strategic guidance on HR policy application, anticipate HR needs and deliver consultative support to management on personnel matters.
• Design and deliver HR services, programmes and communications that enhance the experience of staff and UNOPS partners.

Required profile

• Proven experience in HR management, including recruitment, contract administration, policy interpretation and workforce planning.
• Strong analytical ability to produce HR metrics and support data‑driven decisions.
• Excellent communication skills to convey policy changes and provide guidance to diverse stakeholders.
• Ability to work collaboratively with regional offices, headquarters and external partners in an international setting.
