Human Resources Officer (P-4)

About the role

The United Nations Support Office in Haiti (UNSOH) is seeking a Human Resources Officer (P-4) to support its mission of assisting the Gang Suppression Force, the Integrated Office, the Haitian National Police and Armed Forces. Based in Port‑au‑Prince, the officer will report to the Chief of the Human Resources Management Section.

Key responsibilities

• Initiate and coordinate all HR staffing activities, including classification reviews, recruitment, placement, reassignment, promotion, performance management and separation.
• Provide substantive advice on conditions of service, duties, privileges and entitlements under UN Staff Rules and Regulations.
• Develop and implement new HR policies, practices and procedures to meet evolving organizational needs.
• Coordinate outreach for workforce planning and critical vacancies, and monitor policy implementation.
• Review post‑incumbency reports, monitor vacant positions and ensure compliance with recruitment policies.
• Represent the division at departmental panels, support HR audits and advise senior management on recruitment matters.
• Advise on development, modification and implementation of UN entitlement policies and represent the office in joint salary bodies.

Required profile

• Relevant university degree in Human Resources, Public Administration, International Relations or a related field.
• Experience working in an international or multilateral organization, preferably at a senior staff‑grade level.
• Demonstrated ability to interpret and apply UN staff rules and regulations.
• Strong analytical and policy‑development skills.
