Intelligence Operational Development Advisor (HNP)

About the role

The HNP Intelligence Operational Development Advisor will support the INL Intelligence and Operations Pillar by strengthening the Haitian National Police (HNP) intelligence units. This OCONUS position focuses on enhancing data collection, analysis, and operational planning for the DRG and BRJ units.

Key responsibilities

• Advise, design, and oversee capability‑building initiatives for the DRG and BRJ intelligence units.
• Collect data from surveillance, informants, public records, social media, and other intelligence networks.
• Monitor criminal activity, suspicious behavior, and public‑safety threats.
• Analyze raw data to identify patterns, trends, and connections among criminal entities.
• Assess credibility and relevance of gathered intelligence.
• Provide intelligence support to police investigations, identifying suspects and leads.
• Assist in planning raids, arrests, and other operations based on intelligence reports.
• Coordinate with other HNP units, government agencies, and international partners to share intelligence and counter gang and organized crime.
• Foster partnerships between intelligence units and tactical teams such as BRI, SWAT, UTAG, BLTS, POLIFRONT, IG, Community Policing, and CIMO.

Required profile

• Current or former active‑duty police officer or sheriff’s deputy (preferably metropolitan), or equivalent law‑enforcement background.
• Bachelor’s degree or equivalent experience.
• Minimum 10 years of law‑enforcement experience with management, organizational development, planning, or training; at least 2 years at the rank of Sergeant or higher.
• U.S. citizenship (required by government contract).
• Firearms Instructor certification or experience is recommended.
