Programme Policy Officer - National Identity Management (IDM), Port-au-Prince
Programme Alimentaire Mondial · Port-au-Prince
Job description
About the role
The World Food Programme (WFP) Haiti is looking for a Programme Policy Officer responsible for National Identity Management (IDM) to join the country office in Port-au-Prince. The role supports the digitalisation of emergency operations, including cash transfers (CBT) and in-kind distributions, by reviewing beneficiary and transfer data, generating key performance indicators and providing real-time analysis that guides operational decisions. The position reports directly to the head of the CBT/IDM unit.
Key responsibilities
- Act as the single point of contact for the WFP Haiti country office on all identity management issues, and manage planned IDM initiatives from design and implementation to monitoring and budgeting.
- Provide direct technical support to programme teams so they apply best practices in beneficiary registration and data management.
- Ensure data quality for cash and in-kind transfers, including reconciliation, deduplication, anomaly detection and fraud detection.
- Develop and maintain identity management dashboards to assess data quality and guide decisions.
- Analyse targeting, registration and distribution data to spot trends and risks, and proactively propose solutions that improve data integrity and cost-effectiveness.
- Review data analysis, sharing and storage processes against data protection principles.
- Work closely with the LACRO regional office and headquarters to ensure solutions meet WFP standards, and strengthen national data analysis capacity.
- Supervise or review the work of IDM team members in the country office and in the field, and implement IDM best practices from WFP and external partners.
Required profile
- Ability to build and maintain effective partnerships with internal and external stakeholders.
- Good understanding of the SCOPE system, cash transfer processes and WFP distribution procedures.
- Ability to deliver the final deliverables: scaling-up the digitalisation plan for cash and in-kind distributions, a project plan for the IDM strategy, cross-office coordination for data extraction automation, and operation of the PIT system for tracking payment instruments such as SCOPE cards and Zinli cards.
What we offer
- A highly inclusive, diverse and multicultural working environment.
- Training, accreditation, coaching, mentorship and internal mobility opportunities.
- An attractive compensation package (see the Terms and Conditions of the vacancy).
