About the role

The position is based in Port-au-Prince, embedded in the National Police's Bureau de Coordination Conjoint (BCC) at headquarters, working closely with the Directorates of International Relations and Strategic Planning. - Identify capacity gaps (public financial management, data systems, procedures) to guide donor investments, and integrate human rights and gender equality approaches in all work.
- Stakeholder engagement: coordinate with international political, donor and humanitarian actors, support the coordination strategy and action plan, and mentor PNH staff to ensure national ownership.
- Programme coordination: monitor the security situation, support day-to-day management, reporting and financial reporting, supervise the National Officer, and represent DCAF in coordination mechanisms and with donors and embassies.
- Support mission preparation and identify new intervention opportunities.
Required profile
- Advanced university degree in security studies, political science, law, public administration, international relations or a related field.
- 10+ years of experience in justice and security sector reform and governance, including 5+ years in advisory, mentoring or programme management in police reform, and at least 2 years in complex or volatile security environments.
- Fluency in French and English; Spanish is an asset; Creole is an advantage.
- Experience in Haiti or Latin America and the Caribbean and knowledge of Haiti's political and security dynamics is a strong asset.
- Senior leadership track record and extensive experience within national police is a strong asset.
Required skills
- Experience in international cooperation frameworks, such as mapping aid flows and building centralised databases or digital tracking tools.
- Ability to turn operational data into policy briefs and executive briefings.
- Strong leadership, delegation, negotiation and mediation skills.
