Senior Advisor to the National Police of Haiti (LAC)
Geneva Centre for Security Sector Governance (DCAF) · Port-au-Prince
Job description
About the role
The Geneva Centre for Security Sector Governance (DCAF) is recruiting a Senior Advisor to the National Police of Haiti for its Latin America and the Caribbean (LAC) entity. The position is based in Port-au-Prince, embedded in the National Police's Bureau de Coordination Conjoint (BCC) at headquarters, working closely with the Directorates of International Relations and Strategic Planning. The Senior Advisor advises, mentors and supports the BCC in managing external support so that aid is coordinated internally and aligned with the police's priorities. The contract is a 12-month fixed term, starting as soon as possible and subject to funding.
Key responsibilities
- Institutional development: help define the BCC's scope, objectives, placement and staffing, draft its normative directive, map and analyse past and ongoing international support, and set up a centralised database linking aid to the PNH Strategic Plan
- Identify capacity gaps (public financial management, data systems, procedures) to guide donor investment, and integrate human rights and gender equality approaches
- Set up a coordination mechanism with international actors so that aid flows through the BCC, and support the partner coordination strategy and BCC action plan
- Mentor PNH personnel, build a network of embedded international advisors, and prepare analytical briefs and follow-up on decisions
- Monitor the security situation and provide risk analysis to DCAF HQ, and support day-to-day programme management, reporting and financial reporting
- Supervise the National Officer, represent DCAF in coordination mechanisms and with donors and embassies, and support mission preparation
Required profile
- Advanced university degree in security studies, political science, law, public administration, international relations or a related field
- 10+ years of experience in justice and security sector reform and governance, including 5+ years in advisory, mentoring or programme management in police reform, and 2+ years in complex or volatile security environments
- Senior leadership track record, ideally at a level equivalent to a senior national police post or executive leadership
- Experience in international cooperation, such as mapping aid flows and building databases, is an asset
Required skills
- Fluent French and English; Spanish is an asset, Creole is an advantage
- Experience in Haiti or Latin America and the Caribbean is a strong asset
- Ability to turn operational data into policy briefs and executive summaries
