Tourism Development Consultant – Best Practices from Spain & Portugal

About the role

The Inter-American Development Bank seeks a consultant to analyze and systematize best practices in tourism development from Spain and Portugal, providing actionable recommendations for Uruguay’s tourism sector.

Key responsibilities

• Develop a detailed work plan and methodological framework covering tourism supply, promotion, and regulatory aspects.
• Analyze best practices in tourism supply, focusing on product diversification, innovation, digitalization, sustainability, and especially wine and gastronomic tourism.
• Assess tourism promotion strategies, including branding, digital marketing, market segmentation, and public‑private coordination.
• Review regulatory and institutional frameworks, evaluating governance models, incentives, and sustainability standards.
• Prepare policy recommendations to strengthen Uruguay’s tourism products, promotion, and regulatory environment.

Required profile

• Bachelor’s degree (postgraduate preferred) in Tourism, Economics, International Relations, Public Policy, Territorial Development or related fields.
• Minimum 7 years of professional experience in tourism policy, territorial development, marketing, and international comparative studies.
• Experience providing consulting services to multilateral organizations, governments, or cooperation agencies.
• Fluency in Spanish and English (written and spoken); knowledge of French and Portuguese is a plus.
• Citizenship of an IDB member country and no close family ties to IDB staff.
