Programme Director (Humanitarian)

About the role

The Programme Director joins Concern Worldwide’s senior management team in Haiti, leading the design, implementation and oversight of humanitarian programmes. Reporting to the Country Director, the role ensures strategic alignment, quality standards and effective donor engagement across emergency and recovery interventions.

Key responsibilities

• Lead programme development, including emergency and recovery interventions, ensuring compliance with the Core Humanitarian Standards and coordination with partners.
• Oversee budget management, guide budget holders, monitor spending, and report financial irregularities.
• Manage and mentor a multi‑sectoral programme team, conduct performance reviews and ensure capacity building.
• Represent Concern in cluster, UN and government meetings, and maintain strong relationships with donors and partners.
• Ensure robust monitoring and evaluation systems are in place and that accountability mechanisms, including the Complaints Response Mechanism, function effectively.

Required profile

• Post‑graduate qualification with at least five years of programming experience in an international NGO, including two years at senior management level.
• Proven experience managing diverse, multi‑sectoral programmes (cash assistance, nutrition, protection, livelihoods) in emergency contexts.
• Demonstrated ability to secure and manage donor funding and to work with major international donors.
• Fluency in English and French and strong communication and interpersonal skills.
