Director of Program Development, Quality & Learning

About the role

The Director of Program Development, Quality & Learning (PQL) leads Mercy Corps Haiti’s strategic planning, program design and learning agenda. Reporting to senior management, the role ensures that all initiatives are evidence‑based, high‑quality and aligned with the organization’s global and country strategies.

Key responsibilities

• Drive the development and implementation of the Country Program Strategy and annual work plans.
• Oversee program quality assurance, monitoring, evaluation and learning processes.
• Lead cross‑functional teams to embed evidence‑based approaches and innovative solutions.
• Produce regular performance reports and communicate results to stakeholders.
• Strengthen knowledge management, impact measurement and scaling mechanisms.
• Champion gender equity, diversity and strategic advocacy within program delivery.

Required profile

• Proven senior leadership experience in international development or humanitarian programming.
• Strong track record of designing and managing evidence‑based, results‑oriented programs.
• Fluency in French and English, with excellent written and verbal communication skills.
• Ability to work collaboratively with diverse partners and senior stakeholders.
