Director of Program Development, Quality & Learning (PQL)

About the role

Mercy Corps is seeking a senior leader to steer program development, quality assurance, and learning across its Haiti operations. Reporting to senior management, the Director will ensure that all initiatives are evidence‑based, innovative, and aligned with the organization’s global strategy.

Key responsibilities

• Lead the design and implementation of the Country Program Strategy and annual work plans.
• Oversee a robust Monitoring, Evaluation, Accountability and Learning (MEAL) system to capture impact data and inform decision‑making.
• Coordinate cross‑functional teams to deliver high‑quality programs in WASH, financial inclusion, agriculture, and humanitarian response.
• Produce regular performance reports and ensure compliance with donor requirements.
• Foster a culture of continuous learning and evidence‑based practice within the country office.

Required profile

• Proven senior‑level experience in program development, quality management, or MEAL within the humanitarian or development sector.
• Strong leadership skills with a track record of managing multidisciplinary teams.
• Fluency in French and English.
• Demonstrated ability to work in complex, multi‑stakeholder environments.
