Chief of Section, Human Resources Management

About the role

The position is based in Port‑au‑Prince within the United Nations Support Office in Haiti (UNSOH) and reports to the Chief, Operations and Resources Management, D‑1. As a P5 level Chief of Section, Human Resources Management, you will lead fully integrated, regulatory‑compliant HR management and act as the Mission HR Adviser to senior leadership, ensuring HR strategies align with operational priorities and budgetary constraints.

Key responsibilities

• Participate in mission planning, determine staffing requirements and provide authoritative HR advice to senior management.
• Advise senior leadership on emerging capacity gaps, succession planning and HR forecasting for start‑up and draw‑down phases.
• Develop coherent staffing strategies, recruitment and deployment plans for all civilian positions in coordination with mission components.
• Conduct systematic workforce assessments by function, skill, level, gender and geography, identify gaps and recommend corrective actions.
• Guide implementation of organization‑wide change initiatives and coordinate staff draw‑down and retrenchment processes with DOS.
• Ensure consistent application of HR policies and compliance with UN regulations.

Required profile

• P5 level senior professional with extensive experience in human resources management in complex, multi‑stakeholder environments.
• Proven ability to provide strategic HR advice to senior management and to lead workforce planning and staffing strategy.
• Familiarity with UN HR regulations and capacity to ensure regulatory‑compliant HR practices.
• Experience in change management, succession planning and coordination of staff draw‑down processes.
